THE DEVELOPMENT QUESTION

Funding is only useful if the service, project or institutional result can work in practice.

The work protects public purpose, affordability, procurement rules, legal authority and accountability while solving the delivery and funding problem.

A useful programme faces a funding cliff.

The institution needs to know what should continue, who should pay, what full cost is and what ownership must remain.

A public asset or service is not producing enough value.

Cost, access, utilisation, governance, delivery or the payer model may need to change without compromising public duty.

A project is approved or promising but implementation is weak.

Funding, procurement, partners, approvals, capability, launch and handover need a practical route.

WHAT DISCOVERY EXAMINES

What exists, who benefits, who pays, what authority exists and what must still work after 0to1 leaves.

We separate the beneficiary, the user, the customer and the payer because they are often not the same party.

  • Mandate, legal authority and the decision the institution can make
  • The service or programme and who uses or benefits from it
  • Assets, systems, data, rights and trained capability
  • Full operating, capital and recurring cost
  • Budget, grant, contract, subsidy, concessional or commercial funding routes
  • Ownership of service, data, contracts, decisions and budget
  • Procurement, safeguards, staff, maintenance and handover obligations
  • Where AI may improve administration, service support, project preparation, monitoring or planning

HOW THE WORK MAY RUN

Choose the simplest workable route and stay long enough for ownership to transfer.

Actual scope depends on the institutional problem uncovered during discovery.

01
Understand

Map what exists today, what should not be lost, who owns it and how it is currently funded and delivered.

02
Choose

Decide whether to continue, improve, find a payer, build a successor project, create a vehicle, transfer or stop.

03
Build, fund and launch

Prepare the service/project, funding and approval route, then support the first implementation stage.

04
Hand over

Transfer records, routines, controls, capability, supplier interfaces and budget ownership to the permanent institution.

Public funding rule: 0to1 does not charge a percentage of grants, sovereign loans, donor payments, public awards or financing approvals.

AI INSIDE DEVELOPMENT

Use AI where it improves the service or the work around it.

AI may help with routine administration, approved knowledge search, service support, project preparation, monitoring and planning. Human responsibility, authoritative sources, privacy and public accountability remain clear.

PROFESSIONAL DISCOVERY

Choose how deeply you want us to examine the development question.

Discovery is where detailed diagnosis begins. The eventual engagement fee is not published because it depends on what is uncovered here.

Brief Discovery
USD 98 one time

Clarify the programme, public asset, funding or institutional question.

For an authorised sponsor who wants a professional first assessment before a larger development or public-sector scope is proposed.

  • Review of the information you submit
  • Initial advisory feedback by email
  • A short advisory call
  • Initial interpretation of the situation
  • Guidance on the most appropriate next step

AFTER DISCOVERY

The Scope of Work is the primary mechanism for a proper engagement.

Problem or opportunity
What we are solving and why it matters.
Proposed work
The workstreams and work to be done.
Expected outputs
What the client will receive or implement.
People involved
The sponsor, client owners, 0to1 team and any specialists.
Duration
The expected timing and key milestones.
Commercial terms
The agreed fee, invoice schedule and other approved costs.

A larger assignment may use a project fee stated in the Scope of Work, a bulk amount raised by invoice for an agreed body of work, or USD 1,600 for each advisory or technical support day spent with the client team where day-based support is the better mechanism. The USD 1,600 day rate is an option, not an automatic charge for every client.
